Close Combat Series -> Tech Support

I have downloaded the above and unzipped it to a file. However, the file shows as a pln file and the question is asked as to what program created it. Have I done something wrong in downloading the CC3_AfrikaV12_pln. zip file?

you haven't done anything wrong; the .pln is usefull if you want to play more mods on default cc3 game; so to be able to play the mod you need also the conifg manager for cc3 wich could be found here
